All toilets must be Ultra low-flush (1.6 gallons; 6 liters per flush).

Single family residences require battery operated smoke detectors.

Two Family Dwellings, Condominiums and Apartments shall be hard wired and be  equipped with a battery backup.

Effective February 02, 2002:

In
recognition of the ordinance’s important public safety purpose, the City of Los Angeles, has amended section 94.1219.2.3 of the Los Angeles Municipal Code by deleting the phrase “within 12 months of sale” and inserting in it’s place “prior to entering into an agreement of sale, or prior to the close of escrow when an escrow agreement has been executed in connection with the sale.” This new ordinance (No. 174343) requiring Seismic Gas
Shut-Off valves be installed “prior to the close of escrow” was adopted on November 7, 2001 and will become effective February 02, 2002.

Effective February 11, 2002:

The Public Utilities Commission (PUC) has authorized Southern California Gas Co. to discontinue ALL installation of automatic Earthquake Gas Shut-Off Valves (EQV’s) on its side of the meter, whether performed by SoCalGas or by others. As of February 11, 2002, this will require all EQV’s be installed on the property owners side of the meter, a city permit will be required for each installation and the gas supply will be disrupted during installation. The new guidelines will result in a slight price increase for standard installations, rising from $249 to $299. But the magnitude of these changes will be felt by owners of condominiums and multi-family dwellings. On or before February 10, 2002, we are able to install one EQV on the utility side for each bank of meters. After February 10, 2002, a separate valve must be installed for each meter dramatically increasing the price.

On January 6, 2009 the City Council adopted the Water Conservation Plumbing Fixture Standards Water Efficient Landscaping Ordinance. The ordinance is effective beginning February 6, 2009.

WATER CONSERVATION

Ultra low flush toilets that use a maximum of 1.6 gallons per flush.

Urinals that use a maximum of 1 gallon per flush

Showerheads that emit a maximum of 2.5 gallons per minute.

Faucets that emit a maximum of 2.5 gallons per minute.

No existing structure shall be sold or transferred unless all existing plumbing fixtures in the structure are retrofitted exclusively with water-conserving plumbing fixtures. Compliance with this Section shall be included as a condition of escrow.

SEISMIC GAS SHUT-OFF VALVE ORDINANCE No. 353
City of Malibu Ordinance No. 353 requires that seismic gas shut-off valves be installed on designated buildings within the City. Seismic gas shut-off valves are designed to automatically shut off the supply of natural gas to a building to prevent a fire or explosion due to the accumulation of gas in the building in the event of a major earthquake.

CITY OF MANHATTAN BEACH up

WATER CONSERVATION CERTIFICATION:

On December 21, 2010, the Manhattan Beach City Council approved the Toilet Retrofit Ordinance No. 2138, requiring that prior to transfer of ownership, dwellings meet specific water conserving standards for toilets.  A plumbing permit is not required for this program; however, the owner may elect to obtain a permit and inspection for the retrofit.

APPLICABILITY:

The provisions of the Ordinance apply to all residential buildings at the time of property sale, unless an exception (listed below) is requested, and supporting documentation is provided.

EFFECTIVE DATE:

Toilet Retrofit Declarations are required starting January 21, 2011

RETROFIT MEASURES:
As a condition of escrow, each non-compliant toilet shall be replaced with a toilet with a maximum of 1.28 gallons per flush (gpf) or certify exceptions as listed below:

  • Prior valid Toilet Retrofit Certificate(s)
  • Existing toilets 1.6 gallons per flush. (Exempted until January 1, 2014)
  • Foreclosure or Trustee sale
  • Buyer to retofit toilets within 180 calendar days from title transfer date. Buyer to sign the Toilet Retrofit Transfer of Responsibility form. A $200 refundable deposit is required
  • Proposed demolition. Permit application date shall be within 180 calendar days of title of transfer date. Buyer to sign the Toilet Retrofit Transfer of Responsibility form.

Other exceptions as determined by the Director of Community Development

RESPONSIBILITIES:

The seller’s and buyer’s real estate agent, real estate broker or real estate sales person involved in the transfer of property title subject to this Ordinance shall give written notice to the seller and buyer of the requirements of this Ordinance prior to the close of escrow and transfer of property title.

The current property owner shall certify compliance with the Ordinance by signatures on the Toilet Retrofit Declaration, as well as a licensed plumber or licensed general contractor or professional home inspector (such as CREIA or ASHI) or licensed architect.  A signed copy of the Toilet Retrofit Declaration form shall be included in the title transfer documentation and to the City.

The Escrow agency shall mail or email the completed Toilet Retrofit Declaration form and, if applicable, the Toilet Retrofit Transfer of Responsibility form. For more information on water conservation, please visit the following websites:

Smoke Alarm – Effective January 1, 2011

CARBON MONOXIDE DETECTORS:

Carbon Monoxide SB 183, Cal. Health & Safety Code § 17926 (a). Install outside of each separate sleeping area in the immediate vicinity of the bedroom(s) in dwelling units and on every level including basements within which fuel-fired appliances are installed and in dwelling units that have attached garages or fireplaces.

Do not install CO detectors within 15’ of heating or cooking appliances, within 3’ of supply or return air vents, within 6” of an exterior wall or in or near very humid areas such as bathrooms.
